KEALAKEKUA — A court-appointed doctor testified a former Hawaii County police officer suffered from a shift-work sleep disorder the morning he fatally struck a cyclist in March 2015.

ACLU: DMV delay violated 1st Amendment

The American Civil Liberties Union of Hawaii wants Hawaii County to show it no longer follows policies regarding driver’s license pictures it says violates the First Amendment.
