A local activist says state’s largest private landowner shortchanged the city $2 million in property taxes over a 16-year-period.

Activist Holly Huber claims the Kamehameha Schools got a "sweetheart" deal to pay residential taxes instead of commercial taxes for the property. Hunter says the city of Honolulu lost $1.9 million in the deal.
