Mitch Kahle and Holley Huber, members of the "Hawaii Citizens for the separation of church and state," claim that churches are stealing from the public schools in the property the churches use for their programs.  Kahle tells "Patheos.com" that churches "have shorted the Department of Education $5.6 million…in upaid rent and charges."  Kahle also "alleges false application forms to get charged less."
