The state of Hawaii has investigated Ocean Thermal Energy Conversion several times. There is a small project being done at the Natural Energy Laboratory of Hawaii just north of Kailua-Kona. OTE seems to be a worthwhile endeavor. The technology is here and the financial resources are available. What’s the holdup in Hawaii? The sooner we wean ourselves from fossil fuels the better.
