Lowell Kalapa makes a few good points in this article from "The Hawaii Reporter."  Kalapa’s suggestions won’t solve our road problems, but they will get us thinking in another direction.  Unfair as it may sound, our elected officials are paid vast sums of money to make hard decisions.  The time for those decisions is now.  Aloha, Russ.
